(1) All monies collected as the result of a fine imposed by the Tribal Court shall be paid through the Clerk of Court.  Upon receiving the monies, the Clerk shall:    (a) issue a receipt to the paying person     (b) credit the account of the offender, noting whether the fine is paid in full or what balance, if any, remains due and    (c) transfer the monies to the general fund of the Tribes, unless otherwise specifically directed by a provision of this Code.   (2) All monies collected for restitution shall be paid through the Clerk of Court.  Upon receiving the monies the Clerk shall:    (a) issue a receipt to the paying person    (b) credit the account of the offender, noting whether the restitution is paid in full or what balance, if any remains due and    (c) transfer the monies to the person to whom restitution is to be paid.
