The purpose of this Chapter is to prevent harm to and  promote the independence of  elders and vulnerable adults at risk of abuse, neglect, sexual abuse, and exploitation who come within the jurisdiction of the Confederated Salish and Kootenai Tribes.  Elders are recognized by the Confederated Salish and Kootenai Tribes as one of the most valued resources and custodians of the Tribes history, culture and tradition. It is in the interest of the health, safety, and welfare of the Tribes and its people to provide procedures for protecting elder and vulnerable adult abuse.  This Chapter shall be liberally interpreted and implemented in the least restrictive manner possible in order to achieve its purpose.
