Except where appellate jurisdiction is given by Ordinance to some other court or tribunal or where the Court of Appeals is denied appellate jurisdiction by the Constitution or Ordinances of the Tribe, the Tribal Court of Appeals shall have appellate jurisdiction to hear appeals from orders or decrees, or final judgments, of the Tribal Court. The terms and conditions of such appeals, including the circumstances under which there will exist appeals as of right, shall be specified in the Rules of Appellate Procedure.
