Any licensed physician, dentist, chiropractor, nurse, physicians assistant, or other health care provider treating a child any law enforcement officer, probation officer, or juvenile counselor any school teacher, counselor, teachers aid, or bus driver any social worker, court appointed special advocate, child day care worker, head start teacher, public assistance worker, elected tribal official, or tribal employee acting in his or her official capacity or any other person knowing or having reasonable cause or suspicion to believe that a child is an abused or a neglected child shall report the matter immediately to:
   
       (a) an appropriate law enforcement agency or
    
       (b) the Social Services Department.
