In all child protection cases, the Court shall hear all the facts and evidence brought before it and shall respectfully consider the rights of all parties in the case when deciding what is in the childs best interest.  The best interest of the child, as defined in Chapter 1, Section 4 of this Code, shall be placed above the rights of any other person or entity.
