The following persons are liable to punishment:
 
(1) A person who commits any crime, in whole or in part within property controlled and/or owned by the Tribe.
 
(2) A person who commits out of Tribal jurisdiction any act which, if committed within it, would be theft and is afterward found within the Tribe&rsquos jurisdiction with any of the stolen property.
 
(3) A person who being out of the Tribe&rsquos jurisdiction, counsels, causes, procures, aids, or abets another to commit a crime in this Tribe&rsquos jurisdiction.
 
(4) A person who, being out of the Tribes jurisdiction, abducts or kidnaps by force or fraud, any person, contrary to the laws of the place where the act is committed, and brings, sends, or conveys such person into the Tribe&rsquos jurisdiction.
 
(5) A person who commits an act outside of the Tribe&rsquos jurisdiction which affects persons or property within the Tribe&rsquos jurisdiction, which, if committed within the Tribe&rsquos jurisdiction, would be a crime.
 
(6) A person who, being out of the Tribe&rsquos jurisdiction, makes a statement, declaration, verification, or certificate which, if made within the Tribe&rsquos jurisdiction, would be perjury.
 
(7) A person who commits an act onboard a conveyance within the Tribes jurisdiction, including the airspace over the Tribe&rsquos jurisdiction, that subsequently lands, docks, or stops within the Tribes jurisdiction which, if committed within the Tribe&rsquos jurisdiction, would be a crime.
