A person shall be guilty of abusive sexual contact if he or she:
(1) Engages in or causes sexual contact with or by another person, if to do so would violate section 14-20.2, 14-
20.3 or 14-20.4, above, had the sexual contact been a sexual act or
(2) Knowingly engages in sexual contact with another person without that other persons permission.
