It is hereby declared to be the policy of the Crow Tribe to insure that all Tribal youth are afforded an adequate physical and emotional environment to promote development, to compel, in proper cases, the parent or custodian of the youth to perform the moral and legal duties owed to the youth to promote and facilitate necessary changes in the family environment whenever possible and to establish a judicial process, where necessary to provide substitute care and supervision for children in need of care. To the best extent possible, efforts shall be made toward maintaining the childs identity and ties with his or her family and with the tribal community and provisions for the childs spiritual development shall remain a priority goal.
