(1) The court or Social Services is authorized to establish or contract with an existing CASA program for the benefit of Indian children who come before the court.
(2) It shall be the duties of a CASA to investigate the childs circumstances, advocate for the childs best interests, and assist the child in obtaining a permanent, safe, homelike placement. The CASA has all the rights of a party including, but not limited to, the inspection of records, notice of proceedings and the questioning of witnesses.
