Probable cause for arrest means that the Officer, acting as a person of reasonable caution or judgment, has reasonable grounds to believe that the person to be arrested has committed a criminal offense under the laws of the Colorado River Indian Tribes, based on all the facts known to the Officer, including the Officers personal observations, statements made by parties involved in the incident, statements made by witnesses, if any, and any other reliable, relevant information.
