"Membership-Based Jurisdiction" means the inherent jurisdiction the Little River Band of Ottawa Indians shall exercise jurisdiction over its with regard to any matter (regardless of the location of the actions giving rise to that matter) implicating or affecting internal Tribal relations, or the Tribes powers of self-government, or the health, safety, morals or welfare of the Tribe or its members. This membership-based jurisdiction shall be exercised to the fullest extent consistent with the Constitution, the sovereign powers of the Tribe, and federal law.
