(1) The right to full and timely restitution as provided in the law
 
(2) The right to have any stolen or other personal property expeditiously returned by law enforcement agencies or the court when no longer needed as evidence. When feasible, all such property, except weapons, currency, contraband, property subject to evidentiary analysis, and property of which ownership is disputed, shall be photographed and returned to the owner within a reasonable time of being taken, but no longer than ninety (90) days
 
(3) The right of victims and survivors of victims, to entry of an order of restitution if the court finds restitution is owed to the victim and/or survivors of victims, even when the offender is sentenced to confinement, unless extraordinary circumstances exist which make restitution in the courts judgment.
