(1) The right to be reasonably heard at any public proceeding in the court involving release, plea, sentencing, or any probation proceeding

 

(2) The right to proceedings free from unreasonable delay

 

(3) The right to be treated with fairness and with respect for the victims dignity and privacy

 

(4) The right to submission of a victim impact statement or report to the court, with the assistance of the prosecuting attorney or crime victim advocate, if requested, which shall be included in all presentence reports and permanently included in the files and records accompanying the offender committed to custody of a tribal agency or institution

 

(5) The right of victims and survivors of victims, to present a statement personally or by representation, at the sentencing hearing for convictions.
