Because the state legislature did not specify in Minn. Stat. § 611A.038 (1990) that the victim&rsquos statement constituted an additional and separate basis for departure, the district court may consider the impact statement to the extent that it stated a proper reason for departure from the guidelines and was supported or corroborated by evidence in the record.
