There shall be no fee for filing a petition under this Code nor shall any fee be charged by any tribal officer for the service of process or for attendance in Court in any such proceedings. Witness fees shall be payable in accordance with the rules of this Court. Such fees and expenses, cost of publication of summons, and the expense of a trial of an adult person, when approved by the Court, shall be paid by either the parent, guardian or custodian of the minor before the Court, or by the Tribe.
