(a) As part of an order, the attorney general shall determine and award reasonable attorneys fees commensurate with legal services rendered, to be paid by the state to the attorney representing the claimant or victim.
(b) Attorneys fees may be denied on a finding that the claim or appeal is frivolous.
(c) An award of attorneys fees is in addition to an award of compensation.
(d) Attorneys fees may not be paid to an attorney of a claimant or victim unless an award is made to the claimant or victim. (Code Crim. Proc., Arts. 56.43(a) (part), (b), (c), (e).)
