Involuntarily and permanently suspending the parents&rsquo legal relationship with a child should be considered as a last resort after all other means have been explored for a permanent placement of the child. The Lummi Children Services Department shall actively explore legal guardianship or a voluntary customary adoption as a permanency plan if return to the parents cannot be accomplished in a reasonable period of time based on the child&rsquos need for permanency. When all other legal options have been exhausted, the best interests of the child require that the legal relationship of the parent and child be permanently suspended because of the conduct of the parent toward the child.
