A center must develop, maintain, and comply with written resident and nonresident eligibility and screening procedures that are based solely on the individuals status as a victim of family violence, without regard to:
(1) income
(2) whether the individual contributes, donates, or pays for these services
(3) gender or
(4) sexual orientation.
